In vista can you run a safemode w/ networking or can you do the Msconfig prompt ?
(Forgive me I do not have Vista so no idea if it will work, but it does work for XP)

To run Msconfig prompt do the following;

1)Click on the Start button and select "Run"
2) In the "Run" dialog box, type "msconfig" and click OK (this will open the system configuration utility)
3) On the "General" tab switch to "Selective Startup" and un-check the box for "Load Startup Items"
4) Click on the "Services" tab and select "Hide All Microsoft Services" and then click "Disable All"

Once that is done, clicking either "OK" or "Apply" should prompt you to restart your system, which you will need to do for the changes to take effect. Do not start any other programs and then try the game again. Check your frame rates.

At least you would be able to see if other non essential windows programs are sucking on your system

Probably because you run your screen at too high of a frequency otherwise Vsynch wouldn't effect your FPS. Also your FPS are variable depending on what you're looking at.
